If the Clemency and Pardons Board reviews an application and finds no compelling justification or extraordinary circumstances to recommend clemency, it is the Board's policy to deny any subsequent applications unless there is a substantial change in the facts of the case since the last petition. The petitioner must forward a written request to receive application materials. Failure to request forms from the above address may lead to rejection of the application. Procedures require you to submit the original, completed clemency application and five complete copies of all applications and accompanying materials to the above address. The application includes a waiver to grant the Board access to information about the petitioner, including work records, medical records, criminal history records, financial records, and psychological records. The Board's review committee reviews all pending requests for clemency and determines which petitions will be heard by the full Board. The Board will review only those cases referred by the review committee. If the Board reviews a case, it will issue a recommendation to the Governor who reviews the case for possible executive action.
