Failure to use the forms sent by the Legal Division may result in rejection of the application. An inmate must complete the Application for Clemency, and submit it to the Governor. Applicants are required to include letters of recommendation in support of the request from sources such as neighbors, employers, co-workers, pastors, church members, elected officials, judges, prosecutors, family members, etc. Legal counsel for the Governor will review the application and will notify the applicant, and the person submitting the application where indicated, of its receipt and sufficiency. If the Governor believes an application merits further inquiry, he or she will refer the application to the State Parole Board to conduct an investigation.
