Applicable Form of Executive Clemency: Commutation of Sentence

Eligibility: All inmates are eligible to apply.

Application Process: There is no formal application that is specific to commutation of sentence. Applicants should return a completed Application for Pardon along with a letter that 1) indicates that the application should be considered for commutation of sentence, and 2) fully states the extenuating circumstances supporting the basis for the commutation request. Applications are available by contacting:

Click here for sample clemency forms. An official clemency application must be requested directly from the Office of the Governor.

Letters of recommendation in support of the request for commutation must also accompany the application. Letters may be submitted from all sources, including but not limited to the following: neighbors, employers, co-workers, pastors, church members, elected officials, judges, prosecutors, and family members.

Submitting a completed application will result only in a consideration for a commutation of sentence. There is no assurance that one will be granted.

The Governor's Deputy Counsel reviews all applications and forwards them to the Governor for final decision.
