Letters of recommendation in support of the request for commutation must also accompany the application. There is an absolute minimum requirement of 3 letters. Letters may be submitted from all sources, including but not limited to the following: neighbors, employers, co-workers, pastors, church members, elected officials, judges, prosecutors, and family members.

Submitting a completed application to the Office of the Governor will result only in a consideration for a commutation of sentence. There is no assurance that one will be granted.

The Governor's Deputy Counsel reviews all applications and forwards them to the Governor for final decision.
